You can use any Premium Ship from any nation to generate any amount of Elite Commander XP from a 19 point commander and use that on any commander from any nation for leveling up and retraining. If the commander needs 40k XP for the retraining, you can siphon that amount from the Elite Commander XP pool. Some special commanders have a special voice. Commanders have a commander level from 0 to 21 ( their number of skill points), a nation, a name, a portrait, and a rank. You can do the same to accelerate retraining for another ship. Commander XP (CXP), earned in battle, is used to acquire skill points. Commander will still need 20k and you won't have nothing left. If your commander needs 100k XP for the next level and you have 80k Elite XP, you can spend that 80k towards the next level. No doubloons, no silver, nothing required. So if your Commander needs 40k XP for the next level and you have 100k laying around, he'll level up by one point and you'll have 60k remaining Elite Commander XP. If you have enough Elite Commander XP for that, he will level up. You select any commander and click the + button and set what level you want to put him to. All your commanders will keep the amount of skill points they already have, there will just be two additional points to grind, worth 1.2 million xp in total. You can also use that Elite Commander XP on other captains. You convert 25 XP for 1 doubloon and you get 25 Free XP.
